2017年11月29日，在北京人民大会堂召开的“全球卓越大会暨第17届全国追求卓越大会”上，全球六大质量组织汇聚一堂，共同发出《全球卓越大会北京宣言》。六大质量组织发出呼吁：为应对和满足人民不断增长的美好生活需要，各类组织要加强全面质量管理，提高质量标准，大力推进卓越绩效模式，重视质量和效益提升，以促进各国和地区经济发展。
这六大质量组织包括：
中国质量协会（CAQ）、
欧洲质量管理基金会（EFQM）、
欧洲质量组织（EOQ）、
亚洲质量网组织（ANQ）、
美国质量学会（ASQ）和
日本科学科技连盟（JUSE）。
《宣言》倡议各类组织应重视卓越绩效模式的应用，努力从“合规”走向“卓越”，打造自身质量管理体系升级版，提高质量与效益，实现组织的持续发展和成功。
《宣言》呼吁政府部门制定国家卓越战略和标准，大力推动有关各方应用卓越绩效模式，规范各级质量奖评审，鼓励企业以卓越绩效模式为抓手，重视创造与创新，支持人才的开发，不断提升地区和国家质量水平。
《宣言》期望全球有关质量组织今后加强彼此间在卓越绩效模式方面的合作，并利用“全球卓越大会”这一平台，开展卓越绩效模式有关的交流与分享，共同促进各国经济发展。

当今社会已迈向追求卓越的质量新时代。为了预测并满足人民日益增长的美好生活需要，追求卓越的组织应致力于不断提高产品和服务质量，以满足并超越其所有利益相关方日益增长的需求。提升经营质量、追求卓越，已成为各类组织的必然选择。
为此，我们共同提出如下全球卓越大会北京宣言：
1.各类组织要加强全面质量管理，注重质量提升，重视卓越绩效模式的应用，努力从“合规”走向“卓越”，打造自身质量管理体系升级版，提高质量与效益，提高组织竞争力和发展质量，实现组织的持续发展和成功。
2.呼吁政府等有关部门基于卓越绩效模式制定国家卓越战略和标准，推进有关各方应用卓越绩效模式，推动政府和质量组织规范质量奖评审，鼓励企业以卓越绩效模式为抓手，重视创造与创新，支持人才的开发，不断提升地区和国家质量水平。
3.期望有关质量组织及卓越绩效模式推进组织，今后加强彼此间在卓越绩效模式方面的合作与交流，如标准借鉴、人才培养互认、评审协作、获奖组织交流等。欢迎更多质量及卓越推进组织利用“全球卓越大会”这一平台，开展基于卓越绩效模式的理念、方法和最佳实践的交流与分享，共同促进各国经济发展。

of the Global
Excellence Conference
The World today is witnessing the era of
quality moving towards Excellence. In order to anticipate the increasing needs
of people towards a better life, organizations striving for excellence should
continue to improve the quality of their products and services to fulfill and
surpass the increasing needs of all their stakeholders. It’s inevitable for all
kinds of organizations to improve the quality of their performance and to
pursue excellence in all aspects.
Thus we jointly propose this Beijing Declaration:
1. All kind of organizations should
reinforce TQM, emphasize quality improvement, apply Excellence Models,
strengthening the cultivation of people’s competence, strive to transform from
Compliance towards Excellence, upgrade their quality management system, enhance
quality and operational results, increase organizational competitiveness,
improve development quality and finally, achieve sustainable development and
success of the organization.
2. We call on government authorities to
develop an Excellence Strategy and Criteria for their Country, based on an
Excellence Model, put forward the applications of such a model in all relevant
sectors, facilitate the evaluation and assessment of relevant governmental and
quality organizations and provide recognition through awards to make such
practices conform to Country regulations, encourage enterprises to value
creativity and innovation , support development of talents via using an
Excellence Model, continuously improving the Excellence levels in regions and
the whole country.
3. We expect relevant quality
organizations/excellence promotion organizations could strengthen their
cooperation and exchange on Excellence Models, including the Excellence
criteria, benchmarking & sharing experience, cultivation and mutual
recognition of people’s competence, assessment collaboration, and communication
among award winners. We welcome more quality /excellence promotion
organizations to act in this Global Excellence Conference platform, to exchange
and share their ideas, approaches and best practices based on an Excellence
Model, and thus jointly boost the economic development of all countries.
